The currently approved version of the NPMA-33 Wood Destroying Insect (WDI) Report form was revised on July 1, 2019. That version of the NPMA-33 form must be used for all inspections on or after January 1, 2020.

HUD Termite Inspection Reporting and Requirements

New Construction

New construction is defined as proposed property construction, properties currently under construction, and existing properties less than 1-year-old.

For New Construction, HUD’s Single Family Housing Policy Handbook (SF Handbook; HUD Handbook 4000.1), effective October 15, 2019, mandates the usage and submission of the following forms in all areas of the country.

Existing Properties

Inspecting existing properties is possibly more important than new construction. Over time, wood-destroying insects can cause serious structural damage to a property and may go undetected for a long time.

HUD’s Single Family Housing Policy Handbook (SF Handbook; HUD Handbook 4000.1), effective October 15, 2019, requires wood-destroying insect inspections, with proper documentation of existing properties if any of the following factors apply:

Customary to the Area

Local HUD offices can assist in guiding what constitutes “customary to the area.” Generally, if your locality is not listed in HUD’s Termite Treatment Exception Area, then termite inspection reports will be considered customary to the area and therefore required.

Mandated by the state or local jurisdiction

Some states or municipalities mandate that wood-destroying insect inspections be performed.

Evidence of Active Infestation

Appraisers are required to observe all areas of the house and other structures/areas within the property boundaries. If any active infestation is identified, NPMA-33 must be submitted.

Lender’s Discretion

Conventional lending companies take guidance from HUD. In recent years more and more lenders are taking a more cautious approach toward lending resulting in more inspections and reporting requirements.

If any of the above four factors apply, HUD mandates the usage and submission of the NPMA-33 form.

In the states listed below, the state inspection form should be used. In some cases, HUD may still require the NPMA-33 for HUD-insured loans.

NPMA Forms

The NPMA (National Pest Management Association) forms must be used by wood-destroying insect inspectors to report the results of WDI inspections for any HUD/VA guaranteed Property transactions.

The NPMA-33 WDI Inspection Form also called the NPMA-33 Wood Destroying Insect Inspection Report, is only used to report activity or damage from wood-destroying insects that, for this report, include termites, carpenter ants, carpenter bees, and reinfesting wood boring beetles.

HUD regulations at 24 CFR 200.926d(b)(3) require that the sites for HUD-insured structures must be free of termite hazards. The form HUD-NPMA-99-A requires the builder to certify that an authorized pest control company performed all required treatment for termites with the builder’s guarantee of the treated area against infestation for one year. The form HUD-NPMA-99-B requires that a licensed pest control company provides the builder with a record of specific treatment information for the prevention of termites. When applicable, Form HUD-NPMA-99-B must accompany Form HUD-NPMA-99-A.

The HUD-NPMA-99-A Subterranean Termite Protection Builder’s Guarantee is a Pre-Treat form required by HUD for any treatments for new construction. (Updated Form – Exp. 09/30/2022)

The builder must complete the HUD-NPMA-99-A form and specifies whether the work was done by the pest control company or the builder (in the rare case of using extensive pressure-treated lumber as termite prevention). The form delineates the builder’s responsibilities, and the builder must guarantee that any work done complies with the building code.

The HUD-NPMA-99-B New Construction Subterranean Termite Service Record is a Pre-Treat form required by HUD for any treatments for new construction. (Updated Form – Exp: 09/30/2022)

The pest control company must complete the HUD-NPMA-99-B form and now includes all code-accepted methods into one service record. The code-accepted methods include Soil Applied Liquid Termiticide, Wood Applied Liquid Termiticide, Bait System, and Physical Barrier System.

Additional NPMA Forms

In addition to these 3 main NPMA forms listed above, there are 4 NPMA attached forms where the builder and pest control management companies can provide additional information. These attachments include:

 

Real Estate Inspection Disclosure Attachment

Used as an attachment to the NPMA-33 when extra room is needed for recording findings. It offers graphs and additional comment areas. If the extension is used, it must be listed in Section V on the NPMA-33 form.

Wood Destroying Organism Attachment

This custom-printed organism attachment is designed to comply with the states that require inspection and reporting for organisms. This form is not a structural damage report. When the form is completed, it can become an attachment to be listed in Section V of NPMA-33.

Graph Attachment

The Graph Attachment was designed by the NPMA. If attachments are used, they must be listed in Section V of the NPMA-33.

Inaccessible Areas Attachment

Used as an attachment to the NPMA-33 when further explanation is needed for those inaccessible areas. Easy use check box form saves you time and eliminates extra writing. If this extension is used, it must be listed in Section V on the NPMA-33 form.
